RDN: $1000 Fossil Fuel to Heat Pump Rebate

The Regional District of Nanaimo offers a $1,000 rebate for switching from a natural gas, oil, or propane furnace to an electric heat pump. This rebate is available to RDN Electoral Area residents only, homeowners within Nanaimo, Parksville, Lantzville, and Qualicum Beach city limits don’t qualify for this specific program, but often qualify for other rebates like BC Hydro or CleanBC instead.

When our air conditioner suddenly stopped blowing cold air, I called Coastal Energy. I was happy that they could send out a technician that same day. When the repair guy arrived, he found the problem quickly: the capacitor needed to be replaced. "Good news," he said, "of all the things that could be wrong, this is the least expensive to fix." Since he didn't have the part on his truck, he had to run out to a supplier, but once he returned, he installed the new capacitor in less than 10 minutes. In fact, the entire service call totalled 53 minutes (based on the time stamp of our security camera). So when we received an invoice amounting to almost $550, I thought there had to be a mistake. So I called, and it turned out that there indeed was a mistake. Even though the repair, from start to finish, including the guy's trip to fetch the required part, was just 53 minutes, we were billed 1.5 hours of labour. When I informed them of the correct repair time and offered to send video from our security camera as proof, they adjusted the labour to one hour. Now we had a bill of "just" $470.00. Yes, I know the price of everything everywhere is increasing. We're two seniors living on our pensions, so we're very conscious of the rising cost of living. But I honestly can't help feeling we were gouged. Not counting the half hour the technician needed to run out and get the new capacitor, the actual diagnostic and repair, ie. opening up the AC unit, finding the problem, then fixing it, took about 20 minutes, for which we paid about $350. Which works out to around $900/hour. With the 30 minutes driving to get the part factored in, it works out to close to $400/hr. As for the part, were billed $100 even though I could find the same capacitor on Amazon for $25-30. Then of course, tax on top of everything. While their prompt and professional service was appreciated, I would not use Coastal Energy again.
